They built a seawall and then had several dredging companies pump
silt from the bottom of the bay over the seawall and fill in the land.
Ironically, what you have is nothing more than sand, and when an
earthquake hits, then it liquefies. There's nothing stable about it. 
It's just the lack of water that gave it any substance.
